The People's Republic is proposing to charge new home owners $13/ gallon of excess rain water running off their lots!
This bill could stop building and major remolding of homes and commercial properties in California.
Cap and Trade could stop the resale of properties nationally.
* It only takes a few politicians to taint every one.

Think about this! When fully implemented if rain returns to the Mountains over powering the homes at the top they will pay $13 a gallon on the excess rain. The next highest home owner will get charged for his run off including what the top guy already paid for. By the time the water reaches sea level Califorina can balance their books. A major storm and they could settel the National debt.
If of course any one pays!
